Public Policy Institute of California Poses Key Questions for Developing Outcomes-Based Funding Policy

The Public Policy Institute of California draws on California’s past experience with performance funding as well as outcomes-based efforts in other states to offer four key questions for consideration should California move toward outcomes-based funding:

  • What are the objectives?
  • What should be measured?
  • How big are the stakes? And
  • Who decides?

The brief concludes that performance or outcomes-based funding could help focus institutions more on improving student outcomes and could demonstrate that commitment to the state’s taxpayers.
