New CCRC Papers Examine Outcomes-Based Funding in Three States

The Community College Research Center released three new working papers in November 2014 that address findings from their study of the implementation of performance—or outcomes-based funding—in three states: Indiana, Ohio and Tennessee. One paper looks at the policy instruments used to implement the new funding policies as well as the impacts, obstacles and unintended consequences, including changes designed to improve student outcomes as well as the lowering of standards and restrictions in college admissions. The second paper looks more closely at the policy instruments used—financial incentives, efforts at communications around goal, outcomes and indicators; and enhancement of the institutions’ capacities to improve student outcomes. The third paper examines the changes institutions have made to academic and student services policies, practices and programs to improve student outcomes and meet state goals. Read more >
