CCRC Examines Institutions’ Organizational Learning in Response to Performance Funding in Three States

The Community College Research Center is engaged in an ongoing study of outcomes-based funding in three states: Indiana, Ohio and Tennessee. A March 2015 paper examines the kinds of organizational learning institutions used in response to outcomes-based (or performance-based) funding in their states. Outcomes-based funding policies rely on a theory of action that institutions will change their behavior to improve student outcomes in response to the new funding mechanisms. This study looks at how institutions in the three states are establishing organizational learning structures to aid such institutional change as well as factors that aid or hinder deliberative processes necessary for responding to the demands of performance funding.
