From a state leadership perspective, comebackers – adults with some college, but no degree – should be at the core of every educational and talent improvement effort. They’re place-based, have been [state] residents and will continue to be, and are the fabric of communities that make up a state. Many  comebackers are already employed, and so they are the “now” talent strategy. They bring their newly-acquired skills and knowledge back to the workplace the very next day.
